Jesse Waters

President
Jesse Waters is a native of Goldsmith, Texas, just outside of Odessa, and has spent his life in and around the West Texas oilfield. He is a graduate of the United States Military Academy at West Point, New York, and served five years as a commissioned officer in the U.S. Army.

After returning to the oil and gas industry in 2006, Jesse began working in the family business, Waters & Waters Services, starting as a truck driver. He later assumed operational leadership of the company, where he oversaw its growth, led a merger with Shores Lift Solutions, and ultimately facilitated the sale of the combined company to Schlumberger.

While working with Waters & Waters Logistics, Jesse was involved in the company’s merger with Vorto Logistics, gaining experience in managing trucking logistics operations and large-scale platform software systems. Following the industry downturn in 2014, Jesse returned to the family businesses to support his brother, Jason Waters, in managing and growing the family’s portfolio of companies.

Since 2023, Jesse has focused on growing Mesa Machine into the premier machine shop in the Permian Basin by emphasizing operational excellence, uncompromising quality, a strong safety culture, and exceptional customer service.

Raul Garza

Vice President
Raul Garza has been at Mesa Machine from the beginning of it all.  He started the business in 1989 and performed as the president, the lead machinist and the floor sweeper.  Raul has been a foundation of the business and a pillar of the pumping unit industry. 

Kathy Saldana

Safety & Human Resources
Credentials, passion, and genuine care for others define Kathy Saldana, Mesa Machine’s Safety and Human Resources lead. She holds a degree in Applied Science in Occupational Safety and Health Technology and brings extensive experience supporting safe and compliant operations in the oil and gas industry.

Kathy is certified to deliver a wide range of industry-required training, including PEC, IADC Rig Pass, Medic First Aid, CPR, and additional safety programs essential to oilfield operations. In addition to her role at Mesa Machine, she teaches Occupational Safety at Odessa College, reinforcing her commitment to education, safety leadership, and continuous improvement.

Having grown up in the oilfields of West Texas, Kathy brings both practical understanding and personal dedication to her work. She is deeply passionate about protecting people, fostering a safe workplace, and supporting employees at every level of the organization.

Anthony Bellard II

Quality Manager
Anthony Bellard II serves as the Quality Manager at Mesa Machine, bringing nearly two decades of experience in non-destructive testing (NDT) and quality control, with inspection experience dating back to 2006. He holds ASNT NDT Level III certification (#221553) with Level III certifications in MT, PT, VT, UT, MFL and Shot Peening Level I & II (FAA accepted) qualifications.

Anthony has extensive quality and inspection experience across a broad range of oil and gas equipment, including OCTG drilling components, drill pipe, BHA, fishing tools, tubing, rig handling tools, mud motors, MWD tools, and structural components supporting both land and offshore operations. His technical background includes completion of the TSC API and RSC Thread Element Gaging Course, reinforcing Mesa Machine’s ability to inspect and verify critical threaded connections.

As Quality Manager, Anthony is responsible for overseeing inspection operations, maintaining compliance with applicable standards, and leading the training and certification of NDT personnel. His leadership ensures Mesa Machine’s quality systems, inspection practices, and documentation meet the highest standards for safety, accuracy, and reliability—supporting the company’s commitment to delivering quality products and services the right way.

Why does a company exist, and what is its underlying purpose? Traditionally, business culture has taught us that the primary objective is to maximize shareholder value—value often defined solely as financial return to owners and investors. But I often ask myself: who are the shareholders, and what does value truly mean?

Shareholders are not just those who own stock. Every employee—whether they hold equity or not—is a stakeholder in the company, because their security, livelihood, and future are directly tied to its success. Our vendors, customers, and the communities we operate in also share in that success or failure.

True value includes financial performance and returns to owners and investors, but it cannot come at the expense of our employees, our partners, our communities, or the environment. If it does, we must ask ourselves what kind of company we are building—and what kind of world we are leaving for the next generation.
